I just enter a university, and as an International student, I not only see different kinds of life style but also some strange studying habit. I mean, life in this university seems to stressful when students actually study all the time, and you can see tired, exhausted student still studying in canteens, library and all, even though there are no test ahead. I mean, study should be a lot fun, with time management and etc, isn't it? Is this normal?
How do you know that they're not having fun studying? Studying is fun when you enjoy the subject - that way, it doesn't matter how much time you spend on it, you still enjoy it.
What kind of lifestyle were you expecting?
they might have tests or essays coming up, you don't know. Besides which, I can't imagine what they would be doing in the library other than study! And I quite like going to one of the coffee shops on campus and reading! It's more interesting than sitting in my room.

Our library cafe does better food than the cafeteria.

What do you mean by a 'lively studying environment'?
Maybe the OP thinks that they don't have enough of a variety of methods of studying... but personally, english student, I read. A lot!
That varies from course to course, though, and usually it won't be visible in a canteen or library. For example, my course is all about film-making and working within the TV studio, OP - I spend a lot of my time in the studio, or out on location, but if I'm in the library it's usually to have a production meeting or do some research. This doesn't mean that my studying isn't lively, it means that those particular places aren't appropriate for lively study.

You need to get over this - Uni life = lots of wider reading about your subjects in order to get the higher grades. That's why students are always desperately scavenging around the library.

How else do you expect people to study without reading?
Unfortunately all subjects (not just english literature) can require a significant amount of reading. It's one of the ways we can research and take in information, so quite important.
Even if there isn't a "test ahead" there are still usually always essays to wrte and tutorials to "prepare" for. This require reading.
Would you prefer lively open debates in pretty quadrangles? That doesn't really happen. Not in my experience anyway.
Each course will have different assessments and assignments and essays due in on different dates, so even though you don't have any work at the moment, other courses might.
I know in my flat, the two history students are working loads (researching/note making/essay writing) while I've just had some notes to write up, but the two economics students haven't really had anything to do. It's just how it works, since we're on different courses! There's still a 'lively environment' in our flat, but when someone needs to study, they get their head in a book and do it, because it's important and (most of the time) they enjoy it!
