When to send PS in?

I am re-applying this year (Got remarks, I now meet the requirements) but am not in college, im working and travelling. When should I send my Personal Statement application in?

im applying for Bournemouth; Multi-Media Journalism

I have my PS from last year but it needs some serious twigging!

Unless you have already done the exams and passed, you don't "submit" your final grades at all. You leave them as pending, and the universities will recieve your final grades about a week before you do.
