Policy Formation is really not so much a function of political parties - although Old Labour was better at it via Conference Motions. The theory is that parties hammer out their future policies when they are in opposition - then act on them when in power. Local party branches, think tanks and focus groups provide feedback as to how well these ideas are received by the public in general. Cabinet meetings are also supposed to do this too, but at best it is done by Cabinet Committees. In fact, it is done by Civil Servants for the most part briefing different levels of minister.
