Is: [HCo(POPh3)4] a 18 electron complex?

Co is a +1 oxidation state

i think it has a 18 electron because

ionic model:
Co(I) d8 = 8e
POPh x 4 = 8
H = 2e
which gives 18 electrons

covalent model
H = 1e
4 x 2 of POPh3 =8
Co = 9
total 18 electrons
