Stop scratching is definitely the first step - it only makes it worse. I've no idea what's causing the itch (if it was fleas you'd have flea bites - small red bumps), it could be anything from itchy clothing to psoriasis to eczema or other things that cause itching- you'd have to see a doc to narrow it down.
Eurax cream (which you can get from the chemists) is good for relieving itching for short periods of time. -

Do your pets have fleas?
Recently, Asthma and Eczema have been on the increase in britain. Some of my friends are starting to get symptoms of Eczema. I've lived with both my whole life and i've come to realise that my Eczema seems to 'move' around. It used to be behind my knees then moved to the side of my leg and then moved to the other side.
I'd visit a doctor if it continues

I get really itchy legs after i've had a shower but i just assumed it was cos i shave them. I scratch mine to the point of bleeding as well, OP- i put body butter on the itchy bits and it usually stops me scratching. -
Re: Itchy skinSounds like its itching as its drying out. Maybe get some really nice emollient moisturiser like Epaderm or Hydromol (think you can get those over the counter). You can also use them in the bath and to wash with in the shower and they really do moisturise well(Original post by snail_87)

I narrowed it down to perhaps being Aquagenic Pruritis and got some cream from Boots called Aqueous cream and now I get it only about once a month.

Hmm *subscribes* I've had really itchy lower legs for a while now.
1st doc visit - just moisturise and don't shave them (erm I don't think so!)
2nd doc visit - it might be scabies, if it's not that then it's psychological. So i had treatment for scabies and it's definitely not that.....
At no point was eczema even mentioned so I've given up going now and I'm trying to get rid of it by moisurising and will power! (which appears to be kind of working) -

Aqueous cream is brilliant stuff, and cheap as chips. I use it on my eczema, which I've had since birth really, and it always helps. Doesn't clear it up completely, but certainly calms it down and moisturises it very well. I seem to have a plethora of prescription creams which have all done much the same thing, but have you tried Eurax? I used it when I was away from home once and the ol' eczema flared up, it was pretty good.
