I'm guessing you haven't had much sex? Most un-circumcised people have tight foreskins and become very tender on the penis head. The only way to overcome this is to have sex (which will force it to be pulled back) or to pull it back when masturbating and what not to get it used to being pulled back.

Is it supposed to go all the way back eventually? Is this normal?

When you pre-cum, this lubricates the penis head and allows the foreskin to be pulled back all the way (without any discomfort), that's why when you have sex you will find that it will go back all the way easily.
I wouldn't advise that you pull it back all the way unless you have pre-cum, because it will be uncomfortable.
But yes it is supposed to go all the way back when you have sex, and it will stay back (until you put it back into it's original place).
Is the penis head underneath your skin quite tender?

mine is, I usually masturbate without pulling it back, and from the way I masturbate I doubt it'd be good to have it pulled back.
When my girlfriend started doing things, it was good but hurt a bit, however when trying to clean smegma afterwards, it was, well, it'd never been that tender before... had a red patch or two, which have since healed (it's an LDR so it's not often it has action from others).

Don't worry, tenderness and difficulty when pulling it back is quite normal for young un-circumcised people. As you have more sexual encounters, your penis will become more used to having it's foreskin pulled back and the head will be less tender.
The only thing I'd suggest is just to practice pulling it back and getting the head underneath used to contact.
how old are you? depending on what time you start puberty you just need to wait
however if you reach 18/19 you may want to be checked out for a condition called phismosis (i think?), but thats supposed to cause serious pain when you get an erection and if that isn't happening then you most likely dont have it.

nah, sometimes my penis hurts if it's got smegma, I pull it back to clean it obviously...
...but aside from that, not that I can remember. I'm used to rubbing the top of the head, I'll start to rub the bottom of it a bit more when cleaning.
Another question whilst I'm at it (too lazy to make another thread) will sex definitly break the stringy thingy (never bothered to look into it's name, and lets face it PSE teaches jack **** in this country), and how much blood will there be when it does break?

String thing? Thought only girls bled when they have sex.
Also, some info on phimosis, because if you don't sort your problem then this might be an issue later on. http://en.wikipedia.org/wiki/Phimosis Gently stretching the skin every once in a while should sort it out eventually.

like I keep saying, I was away smegma, so yes, I retract it past the helmet, but not far beyound.
It's just hard if errect and pulled back, to return the foreskin back over the helmet.
