You can apply late; universities may or may not consider your app, if that fails, you've got clearing - apply at September (when people get their exam results) in the hope that there are still places left.

No, that isn't the case. If you apply before 30 June, you will get decisions from universities in the usual way, probably fairly quickly. If you apply after 30 June, you don't make any university choices because your application will be held until Clearing opens in mid August. If you decide to apply between now and 30 June you can make 5 choices, but you would be well advised to check with the universities concerned that they are still accepting applications. If you receive a conditional offer you have to meet those conditions by the end of August. Your place is confirmed when the university receives evidence that you have met the conditions of your offer, and when that happens varies (IB results come out in July, A level results not until mid August, for example).
