Calling All Mary I Experts

Hey peeps.
I’m doing an essay on the Tudor period and have now come on to Mary's reign.
All I need help on is critical evaluation.
I’m using a primary source by Spanish ambassador Simon Renard:

"This is supported by a letter written by the Spanish ambassador to King Phillip II of Spain in which he states that numbers caused great confusion’ " (my argument here is that her large council caused many factious groups which made her rule difficult)

All I need to do is to finish the paragraph by saying something like ''however it can be said the Renard......'' but I don't know what to put.
What do you think? What was Renard's relationship towards Mary and Philip? Could I get away with saying something like obviously Renard would say this to Phillip because he would want to make Mary look bad
