By law, you should have it if you use a TV or even a laptop to watch TV in your room.
TV licensing harrass everyone with threatening letters to every address/room on their system that doesn't have a license, but they NEVER check...
Flats can't be accessed, so they couldn't just stroll on campus and use their fictious "scanning equipment" to detect which rooms have got a TV.
Besides, security wouldn't let them onto the main campus or to Manor Park to check.
You don't need a TV anyway because there is a TV in all the halls kitchens which are licensed already. You can watch TV on your laptop (iplayer etc), or you can find pretty much download anything you might wanna watch on DC++.
Besides, most of the sound recording bunch are lively and sociable and you probably won't have much time to watch TV - you'll end up regretting spending the money and your TV will become clutter.
Nooooo! Though Guildford is covered you wont get decent enough signal, especially in the halls...
