Cupboard in kitchen is all damp- what can I do?

Hi guys- well as it says, the two cupboards under the sink in the kitchen in my friend's new place are damp. Nobody's been living in the place for a few months, so we're going to do the place up a wee bit.

How can we get rid of the damp and make them usable again? What would it involve? Lol yes very ignorant of diy stuff here!
