Lectures are centrally organised and you will have lectures organised by the university with everyone in your year, either in the engineering faculty or in some lecture theatre in a lecture block somewhere. Tutorials will be organised by your college and will probably be in your college, but it's not at all uncommon for them to be elsewhere. I don't know what "classes" are in terms of engineering, or even if they exist, but they sound like they're centrally organised - certainly they are for things like modern languages.
