I know if you draw it out, there should be 2 AND gates, 1 OR gate and 1 NOT gate, but i'm not sure where the NOT gates input is, I think it would be to do with the B, since the question says Q = 1 if A = 1 and B = 1, or Q = 1 if B = 0 and C = 1.

an all NAND solution is generally considered better (de morgan or otherwise).

what you want to do is put the NOT onto the B, the not B feeds into one AND with C, and then you feed B into a AND gate with A.

then OR the two AND gates.
