I wouldn't wear a short sleeved shirt either, but it's probably more ok for a woman than for a man. Ideally you should wear a lightweight jacket as well, but again that's stricter for men.
as for the a long sleeved short omg I really would boil I wear short sleeved even when its not that hot so think i'll be ok.
