How to start analyse review comment essay

Any advice?
Let's say the question is: analyse whether the school should make it compulsory to eat an apple a day.

Should I start it with a short answer to the question, the rest of the pararaphs would explain why and look at pros and cons.

An apple a day keeps the doctor away. The School should make it compulsory because it is healthy and improves learning.......

Or should I be neutral, like this:

An apple a day keeps the doctor away. Making it compulsory to eat an apple a day will upset some people. It is good for everyone's health, but some people believe they shoulnd't be forced into anything.
