Doesn't it speed up enzyme reactions? I know its something to do with enzymes but you probably already knew that, soz.

It is a mixture of an acid and it's conjugate base, or the other way round. In this way it can respond to additions of acid or alkali by reducing the pH change that these would cause. So basically it serves to keep the pH of a solution relatively constant.

a buffer itself doesnt - as maverick said, the buffer helps to maintain the pH of a solution. If the pH being maintained happens to be the optimum pH of the enzyme, then the enzyme reaction will occur more quickly - just as if the optimum temperature is maintained.
