IT depends. If you are applying to postgraduate study than UCAS is not important, because you have to apply directly to the chosen University.
When I was writing personal statements, I adapted them to different university (for example in Manchester they wanted just 1 page, in Bath there were no such obligations). So the best thing is to check at University webpage (or in the online application check requirements for statements). But if you are applying to undergraduate the story is different.

I have looked through the website they use to submit the online application and all it says is additional documentation should be sent within 5 working days, including course specific documents inc personal statement. This information of what needs to be sent is available after you have completed the online application, a check list of sorts I believe. It doesn't actually give a length and the course information on the uni's own website doesn't state it either. So i'm a little stuck :frown:
