Default Reform:Charter - Vote

It's mostly the same as the last draft, with a couple of points different.

The Chapter/Article part will be completed when we vote on the HoC rep, which I'll deal with soon.
That section of the Charter is irrelevant and just used as a placeholder, we'll vote on a full amendment later.

If anyone has anything they'd like changed, post or PM me.

I'll set up the vote for a week.

Just one small issue. With this charter divided into chapters and articles that differ very significantly from the equivalents UN charter there may be confusion when a resolution that enforces a specific part of the UN charter is produced.

Ah, fair point. Should I insert a clause in the bit on Resolutions or the addendum saying that any reference to the Charter should qualify it with MUN or RL?

Hope you don't take it personally that I'm rewriting it Nef
