Development of Secrecy

All bureaucracies have a tendency to be secretive in their actions and protective of the information that they hold. This means that the public are excluded from decision making because of a lack of information and a lack of control over the bureaucracy. Bureaucratic institutions become closed, and this means that there is a loss of democracy.

Incompatibility with Democracy

As soon as bureaucracy developed, the governed tend to unthinkingly yield to the official decision-makers. They thus give up the right to accountable government.

Furthermore, there is the problem of wealthy elites. Wealthy elites can influence the bureaucracy by donating money. In exchange for donating money, they get favours and patronage. There thus develops interest groups who lobby and manipulate the power structure of the state.
