Art. 11 EC permits some MSs to progress towards unity at a greater speed than others using the institutions, procedures and mechanisms laid down by the Treaty. An example of flexibility is Denmark, the UK and Ireland's opt-out from the new EC title on Free Movement of Persons, asylum and immigration.


Advantages

  • Allows some MSs to integrate more than others are willing to.
  • Prevents stagnation.


Disadvantages

  • Damages cohesiveness and unity of the Community.
  • Confusion over which measures apply where.
  • Damages essential features of EU.
