"Means" of action
The methods individuals use to obtain goals and reach desired ends or outcomes.
Ends
The goals, results and desired outcomes of actions.
All human action is governed by means/end rationality. In previous times, this was more governed by ethical standards. In modern times, these ethical, religious the means and ends of action became more technical. Thus, the ends involved become subject to technical criteria.
