The White Paper sets out the Government’s strategy for putting students at the heart of a reformed higher education system. In England we are fortunate to have a world-class higher education sector, but it faces three key challenges if it is to maintain this position.
• First, there is the need to put higher education on a sustainable financial footing;
• Secondly, the need to improve the student experience;
• Thirdly, the need for universities and colleges to do more to increase social mobility.
This White Paper makes proposals in all three areas.
We recognise, too, that there is real diversity in what students want and so there must be diversity of provision. We will streamline the process for new institutions entering the higher education sector to create this diversity, increase competition and improve the experience students receive.
