If my welcome letter is more than two weeks, but I haven't heard back from a UNI, can I cancel that choice and then add another? Or is that too late?

you can cancel the choice but it's too late to add another

You can never cancel a choice and add another one. You can substitute a choice if you're within the grace period and there's no reply, but cancelling never gives you the option to add one.
