they involve electronic excitation of electrons to higher lying orbitals using UV/Vis light. other forms of spectroscopy uses other forms of EM waves.

Most common excitation include

C=O pi ----> C=O pi*

n lone pair ---> C=O pi*

in most organic compounds

As far as I know it's not mirrors or anything they use, but that might be wrong
