The logic is thus:
X action will result in Y undesirable outcome, for reasons unknown to us.
X is voting for them and Y is losing your penis, on the assumption people wish to retain possession of their penis my hope is that they won't vote Lib Dem.
The joke essentially rests on my positing a possible, although highly unlikely, outcome of voting LibDem to be an ineluctable consequence instead.
