You need to evaluate each player and say perhaps who is the most important, least important, has the biggest negative impact, biggest positive impact etc...

Players cna be on a local, regional, national or international scale

eg. The respective governments of each Maghreb country
The foreign owned development companies involved in Plan Azur
The residents
Those who are migrating
International bodies like the UN
The World Banks and the IMF
Other global groupings like The community for Sahel Saharan states, Arab Union, etc...
Pressure groups
Environmentalists
Al Quaeda
etc........

Okay thanks, that really helpful. The main difficulty is what to say about each player though and how they have an impact. I'm okay at writing about the governments and residents but finding it difficult to write about how the UN, pressure groups and the global groupings play a role.

The following is a start of a list of different players involved in the Maghreb countries with regards to Bridging the development Gap.
Think about grouping the PLAYERS into different categories to help you organise your ideas.

Berbers
TNC’c
Urban populations
IMF
Local fishermen
World Bank
Local hotel and restaurant owners
EU
Local governments
NGO’s
National Governments each of the counties outlined will have different approaches to issues IGO’s
Armies
French Government
Al Queda AMU
Airline companies
Tourism Development TNC’s
Easy Jet / Ryan air
Environmental Groups
United Nations
Heritage sites

Think about the roles each play in the reduction the development gap.
Which are most important…..or are all important…..

What other ones can you add…. You need to understand how each are involved in the area.

To facilitate trade- AMU, GAFTA, The Meditteranean union and that was all?
of helping to grow HIPC (world bank and IMF), Comoddities and remittances

Well I am going to use The Green and Gene revolutions for GM
The North-South water project for China
Solar Panels and Mobile phones for leapfrogging
HIV ARV for Tech fix link with development as well as Leapfrogging
Talking about different techniques available to battle climate change e.g. Geo-engineering
