The easiest scheme is:
Commission a highway construction
Propose an overly inflated budget for it
Take everything but the barest minimum needed away, transfer to a trusted person with a bank account in a trusted regional bank who would subsequently transfer the money to Cyprus to your account.
Hire slaves from Tajikistan to "build" the thing
The road collapses 6 months earlier due to "extreme weather conditions", we gotta build a new one
Back to point one (the cycle can be repeated up to 3 times!)

You can replace construction with anything they can get money from the federal budget for, these methods were around since the 60s in Russia, more or less.
