The Student Room Group

If you had a year in power- What changes/policy or actions would you make?

If you had one year free reign to pass whatever laws and statute and hold what ever referendum etc you wanted and to make as much change as you please to this country.. what would you do?
I know I would-

Establish a "Robin Hood" tax

Make provisions for bedroom tax to be reversed by a gradual means

Immediately lower the cap for tuition fees at Higher Education institutes by £3,500

Immediately increase the maintenance grant for students living away from home and in London to £5,000 and the loan to £9,000 (not being biased!! It just really is expensive from what I see)

Re-introduce the 50p tax rate and immediately increase it by 20p (In effect I've bought in a 70p tax rate)

Call for a referendum to be held for Scottish independence across the whole of the UK (it affects all of us , not just the scots.

Pass laws making provision for the fast and un-bureaucratic nationalisation of railways, oil, coal and gas.

Make provision for the nationalisation of telecommunications, royal mail and all other postal and courier services.

Increase financial regulation in the UK and introduce financial transaction taxes, particularly for international transactions

Levy foreign financial institutions a higher rate of all applicable taxes than the British ones.

Align our immigration system to that of an Australian one

Hold a referendum on our membership in the EU ( It's democratic right!)

Hold another referendum on the Alternative Vote and subsequently replace First Past the Post

Make Further Education free for all up to the age of 25, single parents, disabled persons and working parents and part time workers.

Freeze and cut pay for University vice chancellors (they have been getting a disgusting rate of pay increases lately)

Make provision for a remuneration commission for all political office holders (MP's , Lord's , MSP's , London Assembly Members, Mayor of London etc) and review pay and conditions (hopefully for a nice fat chop)

Devolve more powers to the London Assembly/Mayor of London as seen fit

Order the immediate closure of grotesque and heavily inequal private schools such as Eton and Harrow School.

Order the sale of all the properties owned by these schools to the government, charities, churches and similar organisations at a favorible price to the purchasing parties

Order that the Universities of Cambridge and Oxford have a state approved admissions panel with a cross section of co-opted individuals to assess applications to the institutions, to enable widened participation and equality amongst students and graduates.

Increase heavy fines for financial institutions that break the rules

Hold a commission into the classification of drugs, particularly the potential regulation of cannabis by the government.

Widen the scope of working tax credit for working families.

Reverse set A&E and hospital closures by the conservative government.

Scrap the newly passed lobbying bill

Make proper sex and relationships education mandatory in schools

Scrap the academies bill and close all academies with immediate effect. All pupils to be offered alternative educational provision at other schools.

Kick start the new school rebuilding programme that has been halted by tories.

Bring back FULL housing benefit for under 35's

Introduce greater subsidies (especially council tax) for Part Time students

Make political parties such as the BNP and National Front illegal under the representation of the people act.

Increase heavy fines for financial institutions that break the rules

Reverse all the recommendations made by the Winsor Report and give us the great Police Force we once had!

Increase heavy fines for financial institutions that break the rules

Abolish PACE with something less bureaucratic so the police can actually do thier job.

Increase heavy fines for financial institutions that break the rules

Make Police more accountable for actions, misconduct and mistakes. Introduce a better intermediary body to investigate allegations and make recommendations. Empower this body to take action and also impose sanctions to a force and it's agents if they do not comply with the external body's recommendation. Empower said body to have statutory powers to investigate and lodge criminal prosecution as well as more civil based remedies for cases of misconduct where proven beyond reasonable doubt and to also vest powers to superceed any given territorial, special or other designated police force or constabulary's internal professional standards department in conducting investigations.

Abolish the monarchy.
Legalise cannabis for recreational use.
Switch to an opt-out system for organ donors (ie. assume everyone wants to donate organs unless they say otherwise).
Bring back 50p tax rate.
Abolish the bedroom tax.
Change voting system (maybe AV).
Nationalise the rail industry, post office, etc.
Crack down on tax avoidance/evasion/whatever it is.
Do something to the House of Lords, make it democratic or reduce power or something, not too sure how it works
Get rid of tuition fees.
Food that stinks would be banned from public places. :colonhash:

Get rid of tuition fees.

I'm a member of NCAFC , We are a group who campaign against cuts and one of the things we would like to see one day is free education. I myself would like to see it but I don't see it coming up anytime soon sadly! :frown:

If anything I see the sad prospect of HE becoming more privatised :erm:

I agree with most with what OP wants apart from the '70p' tax which he wants. I would also like:

- Anyone who has commited a crime in the UK who is a foreign national be sent back to serve their sentence and banned from coming back int the country.

- All the business' that have been involved in the Tax Avoidance to be made to pay what they owe.

- Anyone who has been found guilty of benefit fraud be told that they will recieve handouts for the next six weeks but after that they will need to get a job. (Anyone who works the system should not deserve the money of hard working british tax payers!)

Establish a "Robin Hood" tax

- Bad idea.
Traders would stay clear of LSE and it would prompt a shift to the creation of another financial market.
Maybe Glasgow Stock Exchange if the Scottish ever get round to it.
However it could open doors for France, Spain, Portugal or Morocco.

Immediately lower the cap for tuition fees at Higher Education institutes by £3,500
Immediately increase the maintenance grant for students living away from home and in London to £5,000 and the loan to £9,000
(not being biased!! It just really is expensive from what I see)

- Bad idea.
The reason why tution fees and student accomodation are so high is because government guarantees the loan money.
Even mundane colleges are now charging £9000 tution for a BTEC HNC when they use to cost £1000 tution in year 2000.
Go to a university that doesn't recieve corporate welfare. It will be a lot cheaper.

Re-introduce the 50p tax rate and immediately increase it by 20p (In effect I've bought in a 70p tax rate)

- Bad idea.
It will only generate about 200 million. Plus most people who earn £150,000 plus incorporate themselves meaning they
only pay corporation tax. This will also take away any incentive for the upper class to work longer hours.

Pass laws making provision for the fast and un-bureaucratic nationalisation of railways, oil, coal and gas.

- Good idea.
We all use these services and we all will be effected by the enviromental impacts of shale fracking or coal gasification.
Nationalisation of the coal industry gave great power to the working class and it was a industry built on comradery.
It was as dangerous as working in the armed forces and even though production was increased by the will of the workers
this wasn't enough for the Conservatives. They pitched worker against worker and mine against mine to dismantle this great
working class industry.

Make provision for the nationalisation of telecommunications, royal mail and all other postal and courier services.

- Bad idea.
It would be better to regulate these industries because technology in the telecommunications sector increases every single year.
Government always likes to save as much money as possible so the investment in new technology will most likely be delayed.
It pains me to say it but the Royal Mail is a difficult issue. I am unqualified to talk about logistics. Its more than just
driving to work and back you know.

Increase financial regulation in the UK and introduce financial transaction taxes, particularly for international transactions

- Bad idea.
You mad bro! Every multinational will avoid us.

Order the immediate closure of grotesque and heavily inequal private schools such as Eton and Harrow School.

- Bad idea.
You would destroy corporations that are the best prep/high school all just for your idealogical belief of equality? That is one of the
prime delusions of the extreme left. Doesn confirm to equality so destroy it! No! This is what you do. You take the 10 most clever/brightest pupils from state schools and
you make it mandatory that they are given free tution & accomodation etc. And in return you lower tax levels a little.

Scrap the newly passed lobbying bill

- Your best idea.
Yes do it swiftly and put those who voted for it in prision. It creates crony capitalism which is even worser than fully fledged socialism.

Make political parties such as the BNP and National Front illegal under the representation of the people act.

- Bad idea.
This will create crime on a massive level because after the BNP is banned you would probably see to it UKIP was also.
If your going to ban nationalist parties who are far-right your going to have to do the same to the left-wing.
So thats the Socialist Party, The Socialist Workers Party, The Communist Workers Party .... Just about every group which supports Unite Against Fascism.

Make Police more accountable for actions, misconduct and mistakes. Introduce a better intermediary body to investigate allegations and make recommendations. Empower this body to take action and also impose sanctions to a force and it's agents if they do not comply with the external body's recommendation. - Bad idea.
In other words you want police officers convicted for social misconduct for performing stop and search checks?
That has been a job of the police since they came into existance.

That would be like 20 million here.

Call for a referendum to be held for Scottish independence across the whole of the UK (it affects all of us , not just the scots.

I'm sorry, but that is a terrible idea. What happens if we vote yes, but the rest of the UK vote no? We need to carry on being part of a Union that we don't want to be in?

At the moment I plan on voting no later this year, but it is a decision for the people of Scotland to make and no one else. We have a right of self-determination.
I would make large corporations at least partially responsible for the higher education funding. As much as we're on tough economic times, graduates from certain Universities and in certain areas of expertise are still very, very highly sought after. Corporations will contribute tax specifically for HE provision based on:

Whether they have an active graduate scheme. Anyone who wants to aggressively recruit from University campuses must have a newly-created tax code which permits them to do this

What percentage of their skilled workforce are educated to graduate level

I'd give tax breaks for Employers who offer 'uneducated' employees partial funding for continued study. Businesses under a certain size would be exempt to promote small/medium sized industry growth

The rail network would be re-nationalised. There is no 'free market' at play in many areas; one provider has a monopoly, essentially. The price of travel is rising far quicker than inflation and, further, taxation is already funding subsidies for these companies who are operating far below the generally expected standard.

I'd do nothing with education if I had a year. The amount of chopping and changing, u-turns and general lack of clarity from Gove and his morons (and to a lesser extent the Labour government before them) is to the detriment of the entire educational establishment. I'd leave it alone and try and nurture at least some consistency.

Cannabis decriminalised for recreational use. Ketamine upgraded to Class B, at least. Professor Nutt to be reinstated immediately, if not sooner!

A ring fenced NHS budget is not enough; in real terms a ring fenced NHS budget means a decreasing NHS budget - £1 in 2015 will not get you the same as £1 in 2013. A ring fenced NHS budget which rises accordingly is the answer.

Banks which have significant public ownership, or have been subject to a bail out, would need all bonuses for all staff to be approved by 2/3 majority in the commons.

Talking of the commons, pairing would be banned - even for 1 or 2 line votes. If you can't attend to vote, tough ****. You are an MP, it's your job.

This is more pie in the sky; but I'd also like a requirement where every MP is required to publish on their website and through a form of local media a monthly rundown of every vote they have made - and why they voted as they did. They are servants of the people.

I've probably got some more things I'll come back to later.

Get rid of tuition fees.

Where would the money come from to fund the courses though? Some tuition fees are necessary. Get rid of tuition fees and course quality would go down the drain.

Personally, I would go for:

EU referendum

Tighten immigration

Much stricter planning laws - effectively a ban on any more urban expansion

Reduce child benefit so that it is only given for the first two kids (for new applicants only, of course)

Increased subsides for small scale renewables like solar panels and wind turbines for buildings like houses

Increased funding for environment schemes like woodland grant schemes, countryside stewardship, etc

Tighten MPs wages and expenses, use the money for something else which is more useful

Stricter sentencing for convicted criminals

Encourage much larger fines for all crimes - criminals should be forced to contribute to the cost of policing
Certainly abolish pennies, probably do away with tuppences, and possibly kill 5p and 10p pieces as well.

If Scotland leaves or stays in the union it has some sort of effect on the rest of us. A noticeable effect too.

You are self determined because you can vote just that if it was my call the whole uk would. Not just Scotland.

As for what happens: if enough yes votes meet or exceed the quota then independence. If not , it stays in the union

Divert all funding into cloning and EMP technology.

Create clone army with my DNA.

Use EMP technology to make whole world defenceles.

Have clone army conquer world (see south park movie for tactic - operation human clone shield).

Declare myself viceroy of Terran imperium.

Watch as subjects bow before their god and slave to provide me with space technology.
Within a year I would have made myself King with unlimited powers, dissolved parliament, build a strong military force, focus on rebuilding the NHS from the crap heap it is now to a healthcare that the world will forever envy, scrap benefits as those idle and not willing to work shall be shot and I'd build a powerhouse primary and manufacturing economy to go alongside the current service economy, the UK (or France, depends which country I'm allowed to pick) that be the leaders of Europe and will outshine all.

Also I'd extend my rule from one year to life :h:

40p tax rate.

Given that I would only have one guaranteed year in power, my priority would not be a few policies here and there which could be immediately reversed by the next administration. I would enact a serious of reforms which would cement my political approach. I am going to assume that I have unlimited political capital; dictatorial control of my party and parliament; and that real time concerns are of little importance.

Step 1: Establish a tripartite parliamentary system. The three chambers would be representative of the people (House of Commons); representative of the counties (House of Councillors); and representative of the national interest (House of Lords). It would look a little like this:

More details can be found here: http://www.thestudentroom.co.uk/showthread.php?t=2565908&page=2&p=45990989#post45990989

- To prevent abuse of appointments to non-governmental bodies I would establish a parliamentary committee to appoint the directors and heads.

- Abolish the Royal Prerogative powers as currently constituted with the powers transferred to Parliament.

- EITHER The establishment of a fully-fledged federal state. The establishment of equal parliaments for England, Scotland, Wales and Northern Ireland with significant competencies over healthcare, education, infrastructure, taxation and minor-economic policy. OR banning non-English MPs voting in English only matters.

- Significant devolution of powers, where appropriate, to County Councils. The principle of subsidiarity should be considered paramount. When appropriate, decisions should always be taken at the lowest possible level.

- Introduction of mechanisms to make County Councils primarily self-financing with some level of redistribution from wealthier councils to poorer councils.

- The equalising of constituency boundaries

- Create a bill to remove some of the existing members of the House of Lords. I would then appoint a hundred or so Conservative Lords to the Chamber.

- I would establish this constitutional arrangement within a codified constitution requiring 2/3s majority approval from all three chambers of the House, and majority (51%) approval from the county councils/federal chambers of the Union before any constitutional changes could be made.
