If a university lies about scholarships

Can it be a legal matter?

For example I went to the scholarship department (several times) and all their excuses included:
You applied too late
All our scholarship money went towards the building of the new campus
You can't apply for the spring semester, apply for the next
(when I go to them next semester) It's only available for people who are locals and if you get it sponsored from somewhere else

When I asked my dean, he said there was nothing of the sort BUT you can apply only in your first semester and continue it. So technically now we can't even apply.
I would suggest speaking to your SU, as it's unlikely that you're going to be the only one affected

Is this in the UK? If not, you would legal advice pertaining to the country in which you are studying.
