There is this white guy guy who knows and is familar with me. He doesn't quote me back but sometimes does. He repped me personally. Does he like me.?He knows much about me.

I don't think he needs the rep but, I like to give him.
I asked him and he said no worries..
And also on another chat web created by this site to chat faster when I said I have to go now, he said bye and take care..When I said I'm gonna stop chatting on the thread we speak he said = Keep PMing me.

Maybe OP has that condition like the character from Enduring Love where anything you do is a sign of love?
Who knows, I just think it's pretty questionable to assume he likes you because he repped you. He could've just really agreed with what you said.
