They should really change this .

Well Russia is a permanent member (as is China, another tyranny) of the SC. I think a "democracy club" would have to be a new thing altogether. (Maybe an extension of NATO.)

When they set up the security council after the war, they put the US, UK, France, Russia and China as permanent members of it (i.e. the Allies).
