They're dodging taxes. Probably getting paid by shares in their companies. Similar reason why Warren Buffett never gives out dividends in Berkshire Hathaway.

Putin has got to be worth a couple of billions. But with falling oil prices, his stakes in Russian oil fields may have fallen.
