It's asking you how much bigger vectors become when you apply MM to them. Conceptually simplest way: what's the easiest vector of length 1 you know? What does that vector become when you apply MM to it? How long is the resulting vector?

What are the separate matrices for the enlargement and rotation?
Multiply them together (in the correct order) and equate to M.
Solve to find theta and k.

You don't really need to consider the rotation or the matrices : drawing a diagram with the unit vectors should be enough to see what the enlargement scale factor must be,
