The difference is at the highest level of policy. The Israeli government does not have a policy of beating 10 year old girls, even if that sometimes happens in practice. The Palestinian groups do have a policy of blowing up Israeli civilian buses, firing rockets at civilian settlements that do not have military bases, etc.
