This is a fixed trust with a settlor, A the trustee and B holding the trust for B and C the beneficiaries. Here the trustee has no discretion, he is merely executing the settlor's orders.
A discretionary trust would allow A the truste to choose the beneficiaries freely, example:
£20,000 for A to use the money at his discretion
£20,000 for A to benefit the persons he thinks are the most suitable
£20,00 for A to benefit the persons he already knows should benefit
