A deluded old fellow called Jong
Was deep in corruption life-long.
That his people were poor

meh, that's not really something based on an ignorance of grammar though - it more suggests laziness than stupidity - who honestly doesn't know to start sentences with capitals? it looks informal as **** but it doesn't suggest that they don't know the rule, because that's one of the most basic rules there is for grammar

Of course it doesn't, but half the humour and fun in limericks comes from inventive near rhymes (though I make no claims that that one was particularly clever).
