You can only be a socialist with comprehension levels like this... The Saturation point is the point at which the country can no longer absorb any more people. If this is not being measured by collapse of society or institutions and public services- because they are fine with this- then the saturation is metaphorically talking about the land mass itself. This is clearly hyperbole and means there is no limit.
