At what point to you become liable for the course fee?

At what point do i become liable for the tuition fee? Is it when I accept the offer? Enroll online? Start the course? Complete X amount of days?

Is there any difference for undergrad and postgrad?

Depends on the university, but you will be liable for tuition fee if you leave after 3 - 4 weeks.

If you leave before you enrol/register on campus (usually during Freshers'/Induction Week), then you won't be liable for anything as far as the uni is concerned and you won't get any SF money.
