Any touch screen laptop/Windows tablet will recognise a generic capacitive stylus but if you want something with a proper pen digitiser like the Surface Pro 3 you're going to need to pay more than your current budget, as you've already realised, as that's an expensive feature to add. The Surface Pro 3 is actually one of the better value examples of this sort of product.

What tasks do you want the computer for? Are you looking for a tablet with detachable keyboard, or convertible laptop with fully rotating hinge, or do you not mind either way?

take a look at these if your #1 priority is the pen.

using google is much faster than sitting around waiting for people on TSR to answer your questions

You can use a generic one, and what's the reason for the pen?

i'd probably lean towards the galaxy note 10.1 then? it's an android (imo best OS) and comes with a wacom digitiser (shown in use here). it's quite a bit under your budget though (~£220) and only has a 10" screen.

in the same vein but with a bigger screen, there's the Samsung Galaxy Note Pro 12.2 that also comes with an 's pen' (wacom digitiser too i think, shown in use here), but it's £390 so slightly out of budget

you are going to have to buy the surface pro, your budget is little
