Help with girlfriend in another country!!!!

Hey guys I need help ASAP!! I met a beautiful girl from Venezuela still living there now and As some know the government in Venezuela isn't very good, they can't get food e.t.c she really wants to mover here (UK) for a better life she is 16 this October in the equivalent year to year 11 and there must be a way she can come study here in college or sixth form instead of waiting until she can come here to uni.
Who do I ask?
What do I do?
I miss her and love her of course this is very hard worrying about someone you love everyday

I suspect that very few people here will have a working knowledge of this. I'd suggest asking teachers at school - we had teachers who specialised in transfers to sixth form, so you could ask them about what the routes are
