Can I apply 'Safeguarding Adults' to elderly/older adults?

I am studying Social Science, but there was not a thread for it so I had to post it on psychology! I am preparing for my literature review, ready for my dissertation next year. My topic revolves around the elderly generation and the priorities when safeguarding them. I can only find safeguarding reports on 'older' adults. Can I apply this to my literature review?
Children and young people = 0- 18 (25 - depending on service)
Working age adults = 18 - ~65
Older age adults = ~65+

Assuming I understood your question correctly, if you're researching elderly people then you want older age adults.
