If somebody was repeating a year and they?

did the same dissertation topic as last year and they only changed a few things would they get penalized.

Almost certainly.
You would be plagerising your own work... Trust me, its a thing. I know somone who reused large parts of an essay in another and got in deep ****,

I did the same topic, but actually bothered to write a dissertation the second time round. I doubt anyone would even notice tbh.
