Partition Coefficient

For partition coefficient how do we know which to put on the top.

For example i have ammonia and the partition coefficient is between trichloromethane and water.

I thought the water layer always goes at the bottom of the partition coefficient formula but this is not the case in this situation?

No convention. The coefficient depends on the way round the equilibrium is written, just like other equilibria.
