Dot and cross diagram of so2 and so3

1)Could anyone explain why sulfur only has 8 electrons in so2 but has 12 electrons in so3. I know it is something to do with the octet rule but why? 2) also in the Lewis structure of CO, oxygen shared two pairs of electrons with carbon so does it mean it is a dative covakent bond? 3) when drawing dot and cross diagram which atom do you fill in first. For example, CO has 10 electrons in total but you fill in the two bonded atoms first. Then do you fill in carbon first or oxygen? Thanks

Both of these questions have been dealt with in detail in previous threads.
