You'd pronounce it however the person wants it to be pronounced tbf
I'd say Jowl as in scowl, because the other way is spelt Joel

I'd probably say it as if it was "Joel", but that sounds wrong.
If I saw it written down I'd think it was pronounced like the word, as in 'cheek by jowl'.
