Maths, sequence question, urgggh

What is the next number in this sequence, been working on it for 2 hours and still can't get anywhere, maybe I'm missing the obvious, can anyone help. The sequence is 9, 18, 21, 25, 20.

It's in an online test for an apprenticeship at IBM so I'm pretty sure it'll have a next number

If there was one and it would probably be something illogical such as the mean of the common difference or the mean of the mean of the common difference + the last term given (31 or 14). If the test isnt multiple choice then just write there isnt one.
