What does the word "inert" mean? In my study guide it says "CFC's were used as refrigerants and in aersols because they have a low boiling point, are insoluble in water and are very unreactive (i.e chemically INERT)"

it's just another word used to describe compounds that don't tend to react readily with other compounds, so in this context it means that CFCs don't react with the oxygen in the air, water etc etc
