Is it normal for a girl to pop up on a guys whatsapp and ask him if he's still with his girlfriend?
Can this be seen as an indication that she wants him?

Yes they do know each other, by pop up I mean she randomly one day just started a conversation with him, didn't say hi or anything and just said are you still with your girlfriend.

She seems to always start the conversation with him. Never the other way round. And on all social platforms.
He generally just ignores her, not in a mean way or anything.
I didn't think they were sufficiently close for her to ask him that.
I don't think I could ever be that up front with someone unless its a complete stranger who I was interested in.
