Thoughts on why America doesn't have a lot to answer to with regards to war crimes and terrorism?

Regarding the atom bombing that ended WW2 amongst other things.

the victor gets to write history.

if the nazis won WW2 the holocaust would be deemed a great success.

With a defence budget that's about as big as the next 10 nations put together, half or more of the world's nuclear weapons, and a disgusting leadership that has never even apologised for blatantly shooting down an Iranian passenger jet with 290 lives on it, how exactly do you plan to make them apologise for anything?
