Equation of circle centre (a,b)(a,b): (xa)2+(yb)2=r2(x-a)^2 + (y-b)^2 = r^2

You're given aa and you have two points to form two simultaneous equation in yy and rr

Plug in the points for x,yx,y. So for example: (0,8)(0,8) gets you: (04)2+(8b)2=r2(0-4)^2 + (8-b)^2 = r^2.

Alternatively, you could find an equation of the perpendicular bisector of the chord between the 2 points given and use the fact that the centre is at x=4 to find the equation of the circle.
