As a function of x it is a polynomial, assuming a and b are constants, and also assuming b is a natural number. (In fact it is a monomial, that is a polynomial with one term.)

If b can be any real number then I'm not aware of a generic name for the function. That's because things like x12x^{\frac{1}{2}} are not polynomials, it is the square root function.
